For this intervention, we acted as architects overseeing the comprehensive management of the Modification of the General Urban Plan for the PAU M.22P sector.

We undertook the reparcelling and urbanisation projects, handling all coordination with the Town Council. This process began with changing the development system from cooperation to compensation, followed by defining the resulting plots—including those designated for free-market housing and social housing, as well as green zones and public highways. A valuation and land use entitlement study was conducted, working consistently under criteria of economic viability and environmental sustainability.

The public green zone project was designed as a climate shelter, encouraging its use by local residents and creating seating areas with extensive views. In the park, we worked with native plants and trees suited to our Mediterranean climate.

Regarding the infrastructure and services, priority was given at all times to energy efficiency, utilizing LED lighting and designing medium and low voltage networks to avoid future roadworks. The water network incorporates full water-saving criteria, including drip irrigation, and the entire stormwater drainage system was designed with provision for attenuation tanks to manage intense rainfall.

This intervention enables the Council to obtain 12,272 m² of urban parkland, a 420 m² roundabout, and a buildable plot for the development of social housing. It also facilitates the construction of 29 free-market dwellings across three buildable plots.

This work of management, coordination, and design has successfully transformed the existing land into a valuable asset, benefiting both the landowner-developer and the Town Council, and by extension, the neighbours and the municipality’s society. While urban management work often goes unnoticed, it is fundamental for the progress of our towns and cities.
